LEADS 2024 Report Identifies Top Performing States in Logistics

The Logistics Ease Across Different States (LEADS) 2024 report has recognized 13 states and Union Territories as top performers in logistics.

Here's a simple explanation:

What is the LEADS report? It's a report by the Indian government that measures how well different states and Union Territories are doing in terms of logistics (the process of moving goods).

What is the goal of the report? To improve trade, reduce costs, and boost the economy by making logistics more efficient.

What are the categories of performance?

  • Achievers: Top performers in logistics.

  • Fast Movers: States showing significant improvement.

  • Aspirers: States that need more improvement.

Which states are "achievers"? Gujarat, Karnataka, Maharashtra, Odisha, Tamil Nadu, Delhi, Chandigarh, Haryana, Telangana, Uttar Pradesh, Uttarakhand, Assam, and Arunachal Pradesh.

Which states are "fast movers"? Andhra Pradesh, Goa, Bihar, Himachal Pradesh, Madhya Pradesh, Punjab, and Rajasthan.

Which states are "aspirers"? Kerala, West Bengal, Chhattisgarh, Jharkhand, Andaman and Nicobar Islands, and Ladakh.

What are the key areas LEADS looks at?

  • Logistics Infrastructure: Roads, railways, ports, etc.

  • Logistics Services: Transportation, warehousing, etc.

  • Operating and Regulatory Environment: Rules and regulations related to logistics.

  • Sustainable Logistics: Environmentally friendly logistics practices.

How is LEADS different from the World Bank’s Logistics Performance Index (LPI)? The LPI is based on perceptions, while LEADS uses both perceptions and actual data, making it more accurate.

What did Minister Piyush Goyal say? He emphasized the need for states to:

  • Create action plans to improve logistics.

  • Use new technologies like Artificial Intelligence and Machine Learning.

  • Focus on skill development and include more women in the logistics sector.

What are the LEAPS awards? Logistics Excellence, Advancement, and Performance Shield awards, given to recognize outstanding work in logistics.

What is the PM GatiShakti Course? A program to improve infrastructure planning.

What are the future goals for India’s logistics sector?

  • Develop multi-modal hubs (places where different types of transportation connect).

  • Create regional logistics plans to improve last-mile delivery.

  • Follow the LEAD framework: Longevity, Efficiency, Effectiveness, Accessibility, Accountability, and Digitalisation.

In simple terms: The Indian government has released a report that ranks states based on how well their logistics systems work. Some states are doing very well ("achievers"), while others need to improve. The report encourages states to use technology, train workers, and focus on sustainability to make logistics more efficient, which will help the economy. The government also gives awards to recognize good work in logistics.
